Looking at a specific badge review, there is no link to the badge request - so we don't know why the person applied for the badge, and what the evidence submitted was.
For example https://p2pu.org/en/badges/super-blogger/assessments/328/

    Hi Stian

The Super Blogger badge is a submission enable community badge. What this means is that anyone can award a badge to anyone else without the other person needing to make a submission with evidence.

This is what happened in the case that you linked. If a submission was made, you would see the evidence like in the following case: https://p2pu.org/en/badges/super-blogger/assessments/715/

Give us a shout if that doesn't answer your question.

    Cheers
